Robert 'Stumpy' Taylor was born and bred in Bathurst and has been a staunch advocate for the second circuit for years.
On Tuesday, he said Cr Jennings' voting record on the go-kart track didn't line up with his calls now to relocate the facility.
Cr Jennings voted in favour of the go-kart track in 2015 and again in 2018 when a modification proposing to extend the length of the circuit was approved.
"Now to turn around and say it's not the right place, I think it's pretty hypocritical," Mr Taylor said.
Regarding the idea of putting the go-kart track in with the second circuit, he said that project itself had come to a standstill and would likely delay the go-kart track further.
"These people have waited long enough. It's time to move forward," Mr Taylor said.
It was noted, too, that a similar idea was proposed by councillor John Fry in June and failed to attract enough support when council voted on it.
Mr Taylor, who said he is not a member of the Bathurst Kart Club, said it was time the councillors proposing to relocate the track "accept the umpire's decision" to build it at the top of Mount Panorama.
He also shot back at claims that the go-kart track won't be a tourist attraction, saying the notion was "ridiculous".
"I've been in the hospitality industry for 25 years. I know for a fact if there's no sporting event on in this town the motels are empty, the pubs are empty, the cafes are empty, so we need more sporting facilities," he said, adding that it will generate income for the city.
"For them to say that it won't and for them to say that it won't be a tourist attraction is absolutely ridiculous, as a lot of the people come [to Bathurst] for the main reason of Mount Panorama, and to have an international-accredited circuit here will only attract tourism.
"It won't detract tourism."
A rescission motion attempting to reverse a decision to source a loan of $2.25 million to help fund construction of the go-kart track will be dealt with on Thursday.
An extraordinary meeting will be held at 2.30pm and people can watch it live on council's YouTube channel.
