A member of the Oliver's Real Food Racing outfit, a team which included fellow Bathurst cyclist Will Hodges, Bolton was caught up in a crash after approximately 12.5km of the ninth stage.
When cornering ARA-Pro Racing rider Cameron Scott hit a parked police motorbike - which had stopped to clear a motorist off the course - at around 60 kilometres an hour. He was left with a fractured pelvis.
Given the lack of visibility on the corner and the speed of those following Scott, other riders behind him then came down too, including Bolton.
Bolton, who had been sitting 25th on the general classification of the National Road Series event, reportedly received a serious gash to his leg and a cut to his head and was taken to Tweed Heads Hospital.
"Tom has lots of skin off but will make a full recovery," Oliver's Real Food Racing said on Facebook.

Bolton's team Liam White was less fortunate and was flown to Melbourne on Monday to get surgery on a shoulder injury which will require pinning.
White had been sitting sixth overall and was one of two Oliver's Real Food Racing riders who had won a stage earlier in the tour.
Nero Continental rider Ben Carman was initially placed into an induced coma due to his pain levels. However, after surgery to repair his tibia, fibula and patella he is now awake.
Two more riders sustained fractures as a result of the crash and three others like Bolton lost a lot skin but were cleared of any broken bones.
As a result organisers abandoned the stage.
