A SMALL-SCALE concrete recycling facility proposed for the Kelso industrial precinct will support local customers through lower transport fees, increased competition and lower landfill costs, say the developers.

Bathurst Regional Council has received a development application for the facility which would include the installation of a weighbridge, crushing facilities and roof water harvesting for dust suppression at 20-22 Toronto Street.
A Statement of Environmental Effects (SoEE) lodged with the application says the crushing facility would be established 688 metres from the nearest residential boundary in an area dominated by noise from passing traffic and other industry, and was not expected to add significantly to local noise nor adversely impact on the visual amenity.
"The site is currently part of the overall industrial landscape, with large sheds, plant and machinery evident on the subject site and adjacent lots," the SoEE states.

"The proposed development will generally be shielded from view, with sheds to the north, east and west of the subject site. The development is consistent with other land use in the IN1 zone and therefore unlikely to impact on visual amenity."
The plant will operate from 8am-4.30pm Monday to Friday for crushing and 8.30am-1pm on Saturday to supply product to customers, with three staff on-site.
It is expected the crusher will be in operation between eight and 10 hours a week and an initial processing capacity of 100 tonnes a week has been well below "process trigger points" for such a development.
"The economic benefit to the Bathurst region will be through reductions in landfill disposal costs through the provision of a compliant, small scale concrete recycling facility in Bathurst; reduction in processing costs through increased competition; reduced cost for the transport of concrete waste to other centres (mainly Orange) for crushing; economic activity in the Bathurst region; job security for existing employees," the SoEE states.
