PLANS are in place for a further expansion of Kelso, with Bathurst Regional Council recently lodging a development application (DA) for a 139-lot subdivision.

The project, coming at a cost of $7.5 million, will be the second stage of the Sunnybright Estate off Limekilns Road.
Council's director of Environmental, Planning and Building Services, Neil Southorn, said the DA is currently in the assessment process.
"Stage one of the Sunnybright Estate, 150 lots, was approved in December 2017 and has been progressively released in three portions," he said.
"The third and final portion, lots fronting Marsden Lane, is nearing release of the subdivision plan.
"The current development application for stage two for 139 lots has been lodged and is undergoing assessment. The DA will be considered by the Regional Planning Panel at the completion of the assessment process."

According to the statement of environmental effects (SoEE) submitted with the DA, the development site, formerly an orchard, covers 16 hectares of land that "is largely unimproved and has a history of intensive plant agriculture".
The 139 lots includes four open spaces to service residents of the development.
As with stage one of Sunnybright Estate, the lots will be sold through council's ballot process.
The average allotment size of the proposed lots is 763 square metres, with lot sizes ranging from 550 to 1180 square metres.
"The lots are designed to allow for the diversity of housing designs," the SoEE said.
"Each residential lot is of sufficient size and site area for the construction of a dwelling house, with the provision for adequate setback, open space, and car park, and to comply with council's requirements."
Further to this, Mr Southorn said "the lots will be developed predominantly for single dwellings with potential for dual occupancies on some of the lots".
The SoEE also notes future plans for retail development in the vicinity of the estate.
"A new retail development of potentially 7,000 square metres in size, community facilities, and a public school are proposed for the residents of the future Kelso Development Area," it said.
"This will reduce the pressure on existing facilities when the new release area is in place."
Mr Southorn did not provide a clear timeline for when the lots will be available, but said council will call tenders for construction and release land once the DA is approved.
