Police allege the man told staff he had a gun and was going to kill them.
The incident sparked an enormous police response with four crews rushing to the CBD just before 9am.
Police allege the man started threatening staff at a jewellery store as they entered the business on Tuesday morning before bashing repeatedly on the glass when they locked the door behind them.
Chifley Police District crime manager Chief Inspector Luke Rankin said staff members saw the man loitering outside as they unlocked the store and went in to set up the shop for the day.

He said the staff members entered the store and had secured the door behind them when the man started yelling and threatening them, banging on the window.
As he continued to threatened them he told the staff he was in possession of a gun and allegedly told staff if they contacted police he would kill them.
Inspector Rankin said police will allege the accused said to the victims "don't call the cops or I'll bring someone back to kill you" before allegedly making a slitting motion across his throat with his fingers.
Inspector Rankin said when police arrived they found the man still outside the shop, sitting on the footpath.
They searched the man and police allege he was in possession of a knife. He was not found to have a gun.
Chief Inspector Rankin said police would further allege that during the search of the man, officers located a counterfeit $100 bill in his possession.
The man was arrested and taken to Bathurst police station. He was charged with a string of offences including intimidation, custody of a knife in a public place and possession of counterfeit money.
The man was released on strict conditional bail to appear before Bathurst Local Court on April 19, 2021.
Among the bail conditions imposed on the accused is that he is not allowed within 50 metres of the jewellery business and that he is not to contact or interfere with police witnesses.
