They knew then, far better than Mr Toole and his cohorts know now, what was/is needed for the safety of the people, especially in the Blue Mountains and Central West and the viability of the commerce in that area.
Both people and commerce are at the mercy of the weather - excessive rain, lack of rain, bushfires, natural disasters.

Now, 80 years after MacArthur's famous statement "I shall return" - and his extraordinary achievements with Bells Line of Road, Putty Road and Heathcote Road - we are once again in dire straits re access to and from the Central West and Blue Mountains.
Given the significant amount of traffic passing daily through the narrow corridor over the Blue Mountains, coupled with the ongoing lack of forward planning of this government, one might ask if it will take another Gen MacArthur - or Elon Musk and his Boring Company - to step in to do what Toole and co refuse to do. Build that tunnel.
