The car park is part of a broader plan to construct the Bathurst Integrated Medical Centre (BIMC) on the former Clancy Motors site.
The project is a joint effort between the RSL Club and a development consortium, with involvement from council.
At its last meeting, council dealt with a report about the car park component of the development.
The proponents were seeking a resolution of council that would give them confidence to enter commercial arrangements between the club and BIMC over the land for the proposed development and proceed to lodge a development application.
Council resolved to, without prejudice, confirm its preparedness to allow the parking requirement of the proposed BIMC and for future development of the Bathurst RSL Club to be located in a new multi level car parking station on the council-owned George Street car park land.
However, this is subject to seven requirements, some which are that the final design, construction cost estimate and cost apportionment are acceptable to council, and that council's monetary contribution be capped.
Council's director of Environmental, Planning and Building Services, Neil Southorn, had recommended that in principle support for the car parking arrangements be given.
"There remain numerous matters for further consideration. However, subject to satisfactory resolution of these matters, and without prejudice to future decisions of council nor the determination of the development application, council could consider publicly confirming its "in principle" support for the car parking arrangements under consideration," he said.
Under the offer, BIMC and the RSL club have each proposed to provide 200 car parking spaces in the multi storey car park, which would hold a minimum of 735 total spaces, subject to detailed design, when rebuilt.
The request from BIMC and the club is that they make a capped monetary contribution to the cost of the works with council making up the balance of the total cost.
The proponents are seeking a long term lease or other certainty of occupancy in recognition of their investment. An annual lease, or other, payment is contemplated to create a pool of funds to enable long term maintenance of the new building, which would become a council asset.
The general manager of the RSL club has previously said the car park could be built as soon as 2023.
