Plans to make a second banner, which will also include Janine along with Jessica Small and Andrew Russell, also both missing from Bathurst, remain underway.
Rhonda Griffin, who came up with the idea and crowd-funded to ensure it became a reality said she wanted to thank the community of Bathurst.
"Without your help, this could not have been achieved," she said.
She said she was haunted by the fact three people have ben abducted in the city, and what that has done to their families.
"I cannot imagine what they have gone through or how they feel, every day, every year for all these years," she said.
Mayor Bobby Bourke, who worked with Ms Griffin and Peter Rogers to make the billboard a reality said the billboard encompassed what community was about.
