Councillor Warren Aubin has lodged a notice of motion to this week's council meeting proposing to fast-track the development of an international-length kart track in the vicinity of the old drive-in site and Rayner's Orchard, adjacent to Conrod Straight, Mount Panorama.
He wants the existing track design to be used and for any studies to prepare the site for a development application (DA) to be funded from the $2.25 million loan council took out for the track.
The notice of motion comes six weeks after Federal Environment Minister Sussan Ley placed a permanent protection order on the land the go-kart track was proposed for, preventing the project from going ahead.
Cr Aubin said that a kart track "should be" and "deserves to be" in the vicinity of Mount Panorama, and the area he has identified is the next best option now that the back of McPhillamy Park is not viable.
He thinks it should have the support of the whole community.
"Everybody said, 'We're all for a kart track in Bathurst, just not there'. So, okay, let's put it [adjacent to Conrod Straight], how about that? There should be nobody complaining about that," he said.
The old drive-in site was considered for a go-kart track around 20 years ago, but was rejected primarily due to noise concerns.
Cr Aubin said there are more options available now to mitigate noise.
"There is obviously things out there that would be suitable for noise abatement for a go-kart track," he said.
"For starters, you can put up a spectator mound along Conrod Straight, which would be used for two things: spectators for car races and then noise abatement for a kart track
"There's things there that can be looked at. On the other side there's areas that we could build an earth wall and put a wall on top which would be for signage and advertising."
The other element of the notice of motion is to "vigorously request" Ms Ley and Federal Member for Calare, Andrew Gee, to recoup the money spent by council on "the fully approved legal DA for the kart track".
This is touched on in another report to Wednesday's meeting from Bathurst Regional Council's general manager David Sherley.
The purpose of the report is to seek direction from council on a number of issues relating to the go-kart track project, including a location if the project is to continue and proposed action regarding the loan.
It notes that council has written to Ms Ley on two occasions "seeking advice as to compensation available to council and the go-kart track club for costs already incurred in developing the project".
As of the time the report was written, council has not received a response.
Regarding the loan, council will have to make repayments of $61,661.39 per quarter over the next 10 years.
Mr Sherley said that council is in a position to review the allocation of loan funds and listed three options.
These are to pay out the loan, to hold the funds whilst another track site is researched, or to allocate the funds to other projects.
