Mr Williams was one of 20 winners from across NSW, ACT, Victoria and Tasmania, with the Bathurst resident entering the competition through the Western Advocate.
For the winning the ACM competition, Mr Williams has been presented a $3000 AMPOL cash card, which can be used to purchase fuel.

When he first heard he had won the competition, Mr Williams was stunned because he admitted he's "never won anything" in his life.
"I was absolutely stunned. I'm one of those people that has never won anything in their life," he said.
"I must confess, when I first got the phone call I looked at that number and thought I didn't know it, so I just deleted it.
"When she rang back the second time I thought I better answer it and find out what it's all about."
Mr Williams is the host of the breakfast program on 2MCE, which broadcasts into Orange and Bathurst, with the competition winner saying he's subscribed to both the Western Advocate and the Central Western Daily to help stay up to date with all the news happening in both cities.
"It was just one of those things I thought I'd go in it. I actually get the Western Advocate and the Central Western Daily every day, just to make sure I'm across everything locally," he said.
"We actually broadcast into both Bathurst and Orange, so you really need to be across both cities when you're hosting a morning show."
