It was hoped back in May that the base, at the site of the former Beck's Bakery, would be ready to open by July, where the Salvos' local welfare and retail services would join under the one banner.
But Salvation Army Bathurst ministry assistant Emily Spindler said progress has unfortunately been "going around in circles."
"It's been very frustrating, and unfortunately we're no closer to knowing when we'll be able to open." Ms Spindler said.
"Hopefully it will be sooner rather than later, but there's still plenty of discussions in progress, and we promise we'll let the community know as soon as we do."
Ms Spindler said the Bathurst Uniting Church and The Neighbourhood Centre have generously provided space at their respective locations to assist Bathurst Salvos in hosting meetings and organising welfare services in the interim.
"We're holding meetings at the Uniting Church every Sunday from 3pm to 4pm, and are running welfare services at The Neighbourhood Centre on Tuesdays [10am to noon] and Wednesdays [2pm to 4pm]," she said.
"Both organisations have been a massive help, and we look forward to getting all our essential services back up and running in due course."
Essential Bathurst Salvos services include Bible studies, a food pantry service for the homeless and utility assistance.
"We're still able to continue our utility assistance for those in need, and we're looking to get in touch with the local shopping centres to set up a regular stall to connect with the local community," Ms Spindler said.
"It means a lot knowing that so many members of the community are curious to know where we're up to, and we hope to have some good news soon."
