A development application (DA) has been received from John Holland Rail, on behalf of Transport for NSW, for the subdivision.
The subject land is located around the Main Western Railway and contains a variety of recreational, commercial, residential and industrial land uses and rail infrastructure, including: Loco Oval, offices, commercial buildings, railway corridors, Bathurst Rail Museum, Bathurst Railway Station and platforms, warehouse buildings, sheds, yards, rail institute buildings, carparks and railway cottages.
The purpose of the subdivision is to separate the existing land uses onto separate manageable allotments.

A report to Wednesday's council meeting recommends the proposal be supported, explaining that council doesn't really have a choice in the matter, as it is considered a Crown DA.
"Under these circumstances it is not possible for council to refuse the application or impose a condition without the agreement of the applicant or Minister as the case may be," the report explains.
"Whilst it would, under normal circumstances, be open to council to determine the DA by refusal or to approve it subject to conditions that opportunity does not arise in this case. At this point in time the application has unresolved public submissions and accordingly will require direction from council in relation to the issues raised in those submissions.
"Should council resolve to support the application, the appropriate conditions will be determined in conjunction with the applicant. Where agreement cannot be reached on appropriate conditions, the application will be referred to the Minister for determination."
If council follows the recommendations, a copy of the draft conditions of consent will need to be referred to the applicant or Minister for approval, prior to the issue of council's determination.
