Chifley Police District Acting Superintendent Bruce Grassick said there were 16 people in total gathered in Kings Parade outside the Bathurst civic centre.
"Police were able to engage 10 of those people in relation to non compliance with the public health order," he said.
"It was a gathering outside the Bathurst Regional Council chambers in Kings Parade and that was in support of a state-wide protest."

The 10 people police engaged were each issued a $1000 PIN for non compliance with the public health order, and nine also received a $500 PIN for not wearing masks.
The 10th person had an exemption from wearing a mask.
Acting Supt Grassick said police will not tolerate the sort of behaviour seen on Tuesday.
"This follows on from three incidents on the weekend that involved people gathering at homes in Cowra, Blayney and Forest Reefs that police had to attend to and issue 17 infringement notices for failing to comply with a public health order," he said.
"The incident that occurred today (Tuesday) highlights the issues in relation to gathering and the potential for the virus to spread within our community. The police will not tolerate this form of conduct and these gatherings that are in clear breach of the public health order."
Since Chifley PD commenced its operation on August 16, there have been 220 PINs issued and 11 people charged.
Residents have been reminded of the importance of complying with the public health orders, particularly now that COVID-19 is circulating in the Bathurst community.
"A vast majority of the community are doing the right thing. It's these small minorities that think they can blatantly disregard the public health order and put our entire community at risk," acting Supt Grassick said.
"These are the type of things we need to stamp out otherwise we'll have a situation where these positive cases balloon in our community."
