Last month, Bathurst Regional Council resolved to place the document on public exhibition.
It came three years after council drafted the initial George Park Master Plan, a document designed to guide the future use and development of the sporting precinct.
That document was never formally adopted and, after facing mounting pressure from sporting groups, council revised its contents.
"This has been considered an urgent priority as it will enable sporting groups to plan for their future at George Park and be able to prioritise on infrastructure projects and upgrades that have the support and approval of council," the report to council said.
If the plan is adopted, there would be a complete renovation of the two sporting field surfaces in response to the lack of adequate in field drainage and appropriate soil structure.
This would come at a cost of $3.3 million, and a further $300,000 would be used to investigate options to extend the playable field area of George Park 1.
The master plan also proposes, under stage one, the construction of a new change room and amenities buildings to facilitate the growth of AFL. Sealing of car parking areas is also proposed under stage one.
Stage two works propose an upgrade of lighting at a cost of $250,000 per field, and a further $300,000 if an electrical supply sub-station upgrade is required.
Stage three comprises of the reconstruction of the ovals, while stage four focuses on the retaining walls that require restoration, and stage five proposes new infrastructure such as a grandstand and play equipment.
The master plan is only a guide for the future. Council does not have funding set aside to accomplish all the projects set out in the plan.
