The club has written to Bathurst Regional Council seeking its support to establish the course on a section of the Campbells River about 6.2km from the boat ramp and 2.3km up-river from the eight knot zone on the dam.
The course itself, which the club proposes would remain in place during the warmer months and be packed away over winter, would be about 370m long on a 700m straight section of the river that would allow boats time and space to reach the optimum speed of 58km/h before entering the course.

The course would comprise a series of fixed buoys set to an international standard and width that competitors would race through at speed.
Transport for NSW would have the final word on whether the course could go ahead but, in a report to councillors, engineering services director Darren Sturgiss has recommended council write a letter of support for the BTWSC.
"For the club to be able to use Chifley Dam for their sport, they are required to obtain an aquatic licence from the state government; since Council owns the dam infrastructure, a letter of support is required to be a part of their application," Mr Sturgiss states in his report.
"The club has not requested financial support from the council.
"The particular location chosen by the club may be affected by changing water levels of the dam in times of drought, and also during flood events; the club will need to make appropriate arrangements for anchoring of the buoys to take this into account.
"It is considered that this proposal would not cause concern with regards to the operation of the dam, nor disruption to other dam users and thus it is recommended to council to provide the club with a letter of support as requested."
In a written request to council for support, BTWSC president Peter Butler said the plan was an "excellent opportunity to utilise an underutilised Bathurst resource".
"Water skiing is a community and family sport that participants are usually involved in for their entire lives," the letter reads.
"Water skiing is for all ages and successful water skiing communities generally bring with it positive economic effects through water ski retailers, boat repair businesses and people coming to the area to train and compete."
Councillors will consider the request on Wednesday night's monthly meeting.
