Mr Turnbull was born and raised in The Lagoon, just outside of Bathurst, and was the trainer and driver of two-time Inter Dominion winner Hondo Grattan.
The Inter Dominion Mass has been part of the carnival for over 40 years and this year will be held at the Catholic Cathedral of St Michael and St John at 11am on Wednesday, December 1, ahead of the heats scheduled to take place that night.
Bishop Michael McKenna will preside the mass, assisted by two priests of illustrious harness racing heritage; Fr Brian Glasheen and Fr Laurie Beath.
The event will be open to all who are fully-vaccinated.
Fondly known as the Bathurst Bulldog, Hondo Grattan won the 1973 Inter Dominion in Sydney and backed that up the following year in Perth.
ALSO MAKING NEWS:
This year, Mr Turnbull's son Steve [Turnbull] and granddaughter Amanda [Turnbull] both have runners nominated for the event but will need to be ranked in the top 36 to gain a run.
Robert Marshall, chairman of the state's principal track, Club Menangle, said they had been planning for some time on Mr Turnbull being the "guest of honour" at the mass.
"Of course, he still will be, but now in spirit rather than in person," he said.
