The Return and Earn scheme to reclaim the $0.10 penalty for buying a recyclable bottle is largely a success; there is a steady flow of consumers at the automated Tomra stations.
The ability of some members of the general public to remain environmentally conscious and thoughtful of their fellow citizens seems to only go as far as the 10 cents.

The other rubbish, mostly cardboard, is unceremoniously dumped beside the overflowing bins.
I called Cleanaway on Wednesday morning [December 22] and was told the garbage truck driver can't be expected to leave the truck and pick up all the items of litter.
I was told I'm not a Cleanaway customer; I can't ask for an extra pick-up. Fair call.
RECENT LETTERS TO THE EDITOR:
I was transferred to Tomra (a division of Cleanaway) and I was told they would arrange an extra pick-up.
Being a bit of an environmentalist, and with no small children holding me back, I spent the half an hour putting all the beer cartons and plastic bags into the skip.
I returned Thursday morning [December 23] and the skip was now overfilled and spilling onto the ground again.
I called Tomra and spoke to someone who seemed to understand and put notes on my report asking for a truck collection.
I am writing this on Thursday afternoon [December 23], after speaking with Tomra again, and the rubbish is still piling up.
What I'm intrigued to know: why isn't cardboard recycling dealt with at these stations?
