Mr Webb was out the front of the Bathurst RSL Club with his dog, Junior, when he fell on the gutter.
"I tripped over something and bang," he said.
The fall was so severe that he tore a ligament in his left leg.
He has been in hospital ever since and is learning how to walk again.
Mr Webb, who is in his 70s, already has mobility issues after a head-high tackle during his football days crushed his carotid artery, leaving him paralysed on his right side.
He had to learn to walk and speak again.
As he recovers from his fall in December, he wants to thank all those people who helped him in the moments after the incident.
Two women, complete strangers to him, witnessed the fall and came to help.
An off-duty paramedic was also in the vicinity and came to Mr Webb's aid.
Mr Webb said he didn't have a clue who any of them were, but he was so thankful to them for helping him.
"Thanks very much. I don't know where I would be now if it wasn't for that," he said.
He also expressed thanks to a woman named Lisa, who he believes works at CityFit gym, who helped as well.
Mr Webb said Lisa took his dog home with her after the incident, as he lives alone.
After a couple of days Junior was returned to Mr Webb's home so he could be in a familiar environment, and now Louise from the the hospital's rehabilitation unit is checking on him daily.
"He's in the backyard now and I'm eternally grateful to Louise from the rehab section - she's looking after him and dropping him food and all that - and Maggie, she's also helping," Mr Webb said.
Maggie is also a health worker.
Mr Webb's final messages of thanks are to his friend Ted Casey, who collected his car and returned it to his home, and Peter from Hope Church, who has been bringing him the newspaper while he's in hospital.
