Two complaints against Mr Christian were on the agenda for the confidential portion of council's September ordinary meeting.
While councillors determined one of those complaints and resolved to censure Mr Christian over his conduct, they had requested further information for the other complaint that was lodged by Cr Jess Jennings.
The code of conduct complaint was still outstanding at the time of the election on December 4.
Mr Christian was not re-elected and it appears that council will not spend any more time on the complaint.
"Given [Mr Christian] failed to get elected, the issue is dead and buried now and I'm happy with that," Cr Jennings said.
"You can't prosecute someone if they are not a councillor, which he is not, so he is off the hook."
As the complaint was dealt with confidentially the details were never made public.
However, the Western Advocate understands that the complaint was regarding comments that Mr Christian was alleged to have made about Cr Jennings at two council meetings and on his public Facebook page.
