Ian North is drawing attention to two key challenges for Bathurst Regional Council, hoping that it will generate discussion amongst the new cohort of councillors.

Cr North has submitted two notices of motion to Wednesday's meeting, one on water security and the other on the most recent Section 10 application for Mount Panorama.
The notices of motion are similar, requesting that separate working parties be prepared for each item.
With five first-time councillors elected in December, Cr North said now is a good time to bring everyone up to speed, find out where they stand on these issues, and to get any questions answered by council's senior staff.
"They're important issues. Before the election and during the election there was a lot said by candidates and people in the community," he said.
"With the water issue, we're about to go to court.
"... We need to understand where [councillors] are coming from and I want David [Sherley] to fully explain where we're at, what we're doing and why we're doing it."
He said it is timely to discuss the Section 10 application now.
The Wiradyuri Traditional Owners Central West Aboriginal Corporation is seeking the long-term preservation and protection of areas on and surrounding Mount Panorama under Section 10 of the Aboriginal and Torres Strait Islander Heritage Protection Act.
Submissions for the application will close at the end of February and, as a key stakeholder, council will be making a submission.
"[Councillors] need to understand what our submission is going to be about, what we've done, and the history of it," Cr "North said.
He hopes his notices of motion will not only lead to working parties, but also generate discussion and potentially some new ideas at Wednesday's meeting.
"I'm hoping it raises some discussion so our senior staff have an understanding if maybe there are things we've never looked at before," he said.
