Paramedics called to Henry Lawson Way, Grenfell, on Monday morning treated the man, believed to be 67, but he died at the scene.
Police said initial inquiries suggested the cyclist, who was in high-visibility clothing, may have been struck by a southbound vehicle that didn't stop.
A report will be prepared for the coroner, and police are urging anyone with information or dash-cam footage to contact them.
