Western needed to step up their game for the opener due to the absence of captain Brock Larance, who was being rested after his recent Australian Under 19s Championship campaign, but a combination of poor fielding and excellent North Coastal bowling put the navy and reds under pressure.
The hosts came up 21 runs short of North Coastal's 244.
Tanvir Singh (5-42) was outstanding with the ball for Western but said the personal milestone felt that extra bit empty by being on the wrong side of the result
"It would have felt much better with a win. Personal achievements are nice. The focus is on winning the game and trying to get that five-for as a bonus," Singh said.
"We didn't really build partnerships today ... and we weren't in the contest for the full 100 overs."

Singh had a dream start as he removed Sam McLean and Henry Harris in quick succession for ducks, with North Coastal yet to add any runs to their total.
North Coastal captain Tim Martin (68) and Jared Humphreys (56) brought things under control with their fourth wicket partnership of 97, before their middle order took a tumble.
After his team lost three wickets for just 10 runs Connor Cook arrived on the scene to hit an entertaining 49 runs off 31 balls, assisted by Hayden Ensby in a crucial eighth wicket stand which pushed the total past 200.
Harry McGregor (3-71) ended the partnership on 62 when he had the big-hitting Cook caught, before Singh completed his five-for by dismissing Ensby in the final over.
Western's start with the bat was an ugly one, as Tom Coady (26) watched Bailey Brien (3), Blake Weymouth (2) and Ben Mitchell (9) all head back to the pavilion before he was caught to leave the hosts at 4-59.
Ben Wheeler (34) and Lachlan Coyte (38) attempted to get the chase back on track but struggled to keep the run rate up against some tight North Coastal bowling.
Cooper Brien kept the hopes of a comeback alive but he was stranded on 32 not out.
