Two separate development applications (DAs) have been lodged with Bathurst Regional Council for the same site at 369 Stewart Street.
One seeks to build a 42-room motel, while the other wants to turn an existing building into a café and build a bakery nearby.
Both DAs were lodged by Prefabricated Buildings Pty Ltd and, combined, are estimated to cost $2.12 million.

According to the Statement of Environmental Effects (SoEE) submitted with the DA for the motel, the proposed site contains a number of industrial buildings.
However, the northern portion of the site, where it is intended to build the motel, is cleared land.
The motel would be one storey and would be accessed from the Browning Street side of the site.
Each of the 42 rooms would include an ensuite and kitchenette.
The motel would also offer a playground and a community room for the use of guests, as well as an office and manager's residence.
There would be car parking available for 50 vehicles.
The DA also proposes a two-lot subdivision, with the motel to be contained to a 5410 square metre parcel of land.
According to council's Local Environment Plan (LEP), it is permissible to build hotel or motel accommodation in this area.

"The proposed development is permissible with the consent of council," the SoEE concludes.
"The impacts upon or by surrounding development will be significantly positive as a result of the proposal."
Under the second DA, a new building would be constructed for the purpose of a bakery, but an existing building would be converted to a café.
The existing building has Stewart Street frontage and would require an extension to the back to house the café.
Twelve car parking spaces would also be provided to service the cafe and bakery.
Food and drink premises are also permissible in this area under the Bathurst LEP.
The SoEE for this DA notes that the development will create employment opportunities and "will service the needs of both the locals and the travelling public to Bathurst".
"The proposal will provide a welcoming entry to Bathurst from the west," it said.
The SoEE for both proposals were prepared by Anthony Daintith Town Planning and in both documents the DAs have been recommended for approval.
