The graffiti was noticed on the concrete walls on Tuesday, with black tags stretching across much of the memorial to the late racing legend Peter Brock.
Cr Bourke said a professional signwriter has been called in to examine the damage and determine the best way to restore the area.
Undoubtedly, some of the messages left behind by race fans will be lost in the clean-up efforts.

Cr Bourke labelled the actions of the vandals as "disgraceful" and he is hopeful they will be caught.
"It's just disgraceful that these hooligans have targeted the Brock's Skyline. We've just done a lot up to that area with the walkway," he said.
"This time there is cameras that we're looking at that we have placed around there and if we can catch these fellows, then the full brunt of the law should come down on them."
It's not the first time people have graffitied Mount Panorama and Cr Bourke said that in the end it is the ratepayer who is footing the bill to clean up the mess.
