Looking to become the first side to better the defending premiers in 2021, CSU at one stage enjoyed a 10-point lead in Saturday's clash.
Despite losing experienced prop Larmarn Ma'a inside the first 10 minutes to a rib injury, CSU's scrum rallied and at one stage took a tight-head off the hosts.
But in the second half Parkes was able to capitalise on CSU's errors and when Bevan crossed in the dying stages, the Boards had the lead and their sixth consecutive win in 2021.
It was a hard loss for CSU coach Dave Conyers to take, especially as he felt it was crucial errors which cost his side when falling to Parkes 35-27 earlier in the year too.
"We were leading 15-5 there at one stage and playing some really good rugby, but we kicked the ball out on the full and that was probably a turning point," Conyers conceded.
"We gave away five back-to-back penalties and let them back into the game. We lost our way, there was a 10-15 minute period there where we just lost our structure and did a couple of stupid things and they took advantage of it.
"Both times they've beat us it has been our errors which have cost us."
While having a game his side worked hard to get in a position to win slip from their grasp, Conyers was still able to draw positives. Two of them came from first XV debutants.
"Our new recruit Billy Moore, it was his first game in first grade, he was man of the match and players' player, he had an outstanding game in the second row," the coach said.
"He put in a great performance for a young kid who is only 19. He's been playing second grade but they last couple of weeks we noticed him. We gave him a shot today and he turned up.
"Our other first gamer, Carlos Nykolyn, he scored a 50-60 metre intercept.
"Our defence was a lot better, they threw a lot at us and we tackled heaps better ... we've just got make sure we turn up when we play them next."
PARKES BOARS 22 (Luke Bevan 2, Jason Lowe tries; Luke Bevan 2 conversions; Luke Bevan penalty) defeated CSU 18 (Carlos Nykolyn, Lachie Buckton tries; Ethan Cusick 2 conversions; Ethan Cusick penalty)
