A ballot draw system has been used to sell all the residential lots in the Eglinton 100 and Sunnybright stage A and stage B developments under it's land sales policy, adopted in 2016.
Under that policy, a person could have multiple registrations in a ballot.

For example, a couple could register once each as individuals and once as a partnership, giving the couple a total of three registrations for the ballot.
There also remained the ability to additionally register as company directors, trustees of funds, superannuation nominees and any other approved legal entities.
Council intends to amend that policy "to streamline future ballot draws".
The amendments, if adopted, will limit the number of registrations an individual can have, while also easing the burden on council as the $2000 deposit per registration will no longer be required.
Council's director of Corporate Services and Finance, Aaron Jones, explained how it would work.
"Under the amended policy, an individual may apply for one application in a ballot draw, nominating an entity in whatever format they require, i.e. individual, partnership, company director, trustee, sole traders, etc. The individual then signs the Statutory Declaration," he said.
"Thereafter no more applications will be accepted from that applicant, nor any combination of identities entertained.
"For example: John Smith completes an application as an individual in a ballot draw. Thereafter John Smith cannot submit any further applications as a partnership with Jane Smith, or as a director of a company, or a trustee of a fund, or a sole trader, or by any other means that will allow John Smith to be associated with further applications in the ballot draw."
The proposed policy changes are on public exhibition, with submissions closing on July 23.
