She said police investigations into the incident are now underway and urged anyone who has not yet spoken to police to contact the Bathurst Station on 6223 8699.
Paramedics were also called to the incident and a 40-year-old man was treated at the scene before being transported to Bathurst Base Hospital with cuts to his hand and an ankle injury.
About two hours later, emergency crews were called back to the CBD for a separate incident after a woman was hit by a car in George Street.
A spokesperson for NSW Ambulance said the woman, thought to be in her 70s, was hit by the car at around 2.30pm.
The woman, who was suffering rib pain, neck pain and hip pain, was treated by paramedics at the scene and was transferred to Bathurst Base Hospital by road ambulance.
The spokesperson said two ambulance crews attended the call-out.
Police also attended the scene, blocking off George Street to traffic so paramedics could treat the woman.
Police investigations into the accident are also underway.
