A quick question for Peter Rogers.
The development consortium that was behind the Bloomfield Medical Centre in Orange is reported to be the proposer of the Bathurst Integrated Medical Centre (BIMC).
Their Orange facility is across the road from the base hospital, four kilometres out of town.
Mr Rogers wrote that the proponents "confirm it [BIMC] needs to be located in the CBD to better attract doctors and specialists".
The report actually says: "If the BIMC ... were to locate outside of the CBD, the cross-visitation benefits would be dramatically reduced and possibly inverted, whereby workers and visitors are drawn away from the City Centre [p.25]."

So my question is, if two large medical centres can operate successfully four kilometres out of Orange, why does the BIMC have to be located in the Bathurst CBD?
Another related question for later is, why are there really so many empty shops in the CBD?
