A CONTROVERSIAL development application (DA) has been lodged with Bathurst Regional Council that, if approved, would see a brothel built in the community.

The $929,500 sex services premises is proposed for a vacant site at 8 Kirkcaldy Street, which is situated in an industrial area off Vale Road.
While the DA wasn't submitted until August 30, the developer had a pre-application meeting with council in June to discuss the plans.

The Statement of Environmental Effects (SoEE) submitted with the said that "no aspect of the proposal" was objected to at the meeting, other than the requirement that vehicles waiting to enter the site should not overhang the footpath.
The SoEE concludes that the plans and use are appropriate for the site.
"The layout of the use, the location and the lack of sensitive uses nearby combined with operational characteristics and management plan provisions, are such that proposed use is appropriate on the site," it said.
If council did grant consent, the brothel would occupy a 2109 square metre site, which would feature a single building and storage shed, along with designated parking facilities.
The building would be positioned 21.5 metres back from the street frontage.
The site would be fenced and the entry would be managed by a sliding security gate operated from reception.
Inside, there would be 10 "work rooms", including three VIP rooms with full ensuite bathrooms, and staff amenities, laundry and waiting rooms.
The premises would be operational 24 hours a day, seven days a week, with a maximum of 10 sex workers on site at any one time.
There would be at least one manager on site at all times.
The applicant has also submitted a plan of management with the DA.
"The POM aims to ensure that the premises operates without any adverse impact on the amenity or security of the locality and with no health risk to sex workers or clients," it said.
The plan states that safe-sex equipment would be supplied in work rooms at all time, that safe-sex and health resources would be available in the waiting area, and each sex worker would be routinely examined on a monthly basis by a doctor to ensure the absence of sexually transmissible infections.
All linen and towels would be replaced in work rooms at the conclusion of each consultation, and a full clean of the premises would be done three times a week, in addition to "spot and incidental cleaning".
There is also a code of conduct for staff and sex workers, who face instant dismissal if they don't comply.
