Skinner, who plays for Newtown at club level, featured for the Western Plains Outlaws in the Plan B Regional Bash last weekend, so he has plenty of experience in the Twenty20 format.
Saints skipper Adam Ryan said he's excited to have Skinner in the team.

"Our marquee will be Mat Skinner, so he'll help us out," he said.
"He's a bit of an allrounder. He was in the Outlaws side for the Regional Bash and has been in the Western open side in the past couple of years.
"I've known him when playing rep with him and he was keen to have a go in the Bonnor Cup. I don't think he's played in it before."
Having Skinner in the squad for the match against CYMS will definitely be a boost for Saints, especially as talisman Nic Broes, Jack Goodsell and Josh Wilcox are all unavailable.
"It'll be a good challenge for us and it'll be made harder because we won't have Nic Broes, out on holidays," he said.
"Jack Goodsell has injured his back and Josh Wilcox is still out with his broken thumb, so we'll be down a few troops.
"We'll just rely on grit and determination and things going our way. It'll be a tough contest but a really good challenge."
With Saints' first two games in the Bonnor Cup having been washed out, they can't afford to drop points in Friday night's game, with a win keeping them in the hunt for the semi-finals.
Those two washout matches would've been against Orange City and local rivals Centennials Bulls.
CYMS have won both of its games in the Bonnor Cup, in a season that has been severely affected by washouts.
Friday night's match, which will be played under the lights at Wade Park, will be the last Bonnor Cup match of the year, with the competition returning back on the first Friday of the new year when local rivals Orange City and CYMS clash at the same venue.
Game starts at 6.30pm.
