Postal votes only closed last Friday, meaning a longer-than-usual wait for the final declaration.
Newcomers Ben Fry and Robert "Stumpy" Taylor were the first candidates elected and, following a distribution of preferences on Monday morning, they will be joined on the council by fellow first-time councillors Marg Hogan, Kirralee Burke and Andrew "Struthy" Smith.
ALSO MAKING NEWS:
Ms Burke and Mr Smith won spots on council after running in the number two position on Mr Fry and Mr Taylor's tickets, respectively.
Incumbent councillor Warren Aubin won the last spot in the chamber and will join Ian North, Graeme Hanger and Jess Jennings as returning councillors.
The new council, in order of election is, Ben Fry, Robert "Stumpy" Taylor, Ian North, Marg Hogan, Kirralee Burke, Graeme Hanger, Jess Jennings, Andrew "Struthy" Smith and Warren Aubin.
The new council will meet for the first time at 4.30pm on Thursday to elect a mayor and deputy mayor.
