Both Mobbs and Plummer were a part of the Blue Bulls team that successfully defended the Caldwell Cup with a 24-19 win over Far North Coast over the June long weekend, as well as the Bulldogs' 2019 Blowes Clothing Cup first grade premiership winning team.
Mobbs and Plummer are two of 10 Central West players named in the 27-man squad, with Orange Emus the best represented club in the region with three players named - Lachlan Harris, Charles Henley and Shahid Khalfan.

For Mobbs, this is the first time he's been selected in the NSW Country Cockatoos team, having previously been named in the training squad two years ago.
"In 2019 I was picked in the training squad but I was unsuccessful in making the actual team. So this is the first time I've made the team," he said.
"It was extremely pleasing [to be named in the team]. It's exciting more then anything but I'm just looking forward to testing myself at that next level and learning off the players and coaches that I'll be around during the tournament."
Mobbs said credit has to go to the Central West development program to have 10 players from the region selected in the NSW Country team.
"We've got 10 from the Central West in the country side, which is a credit to the Central West program that they've developed over the past couple of years and the success we've had," he explained.
"It'll be good to see a few familiar faces in the team, no doubt."
Mobbs said it's pleasing to be selected alongside his teammate Plummer, whom he won a first grade grand final with two years ago against Orange Emus.
"He's worked really hard to get where he's at," Mobbs said on Plummer.
"He's played some junior country rugby, but I'm stoked for him to get the opportunity. He thoroughly deserves it and I'm excited to play alongside him at that level."
Other Central West-based players picked in the team includes Forbes duo Mahe Fangupo and Charlie French, Dubbo duo Joseph Nash and Filisone Pauto and Orange City's Josh Tremain.
The Senior National XVs Championships will be held at Adelaide from September 29 to October 5.
