The banner, organised by Rhonda Griffin with help from Cr Bobby Bourke and Peter Rogers, is the result of a crowdfunding effort.
But for the families, it is a chance for the person with that missing link their case, to pick up the phone and make a call to police, or the family themselves.
Rebecca Small, Jessica's elder sister, said if anyone knows anything about what happened to Jessica, now is the time to speak up.
"If anyone does have any information, even if you think it is nothing, it could be everything to us, so please do what you can.

"I would encourage anyone (with any information) to think about picking up the phone, and making the call they haven't wanted to make," she said.
Andrew Russell's sister, Kiara White, said she was desperately hoping the banner would make a difference in Andrew's case.
"We're 100 per cent hoping it does it's job and helps bring Drew home."
She said the banner was vital to helping find out where Drew is. She also called on council to make the fixture permanent, saying Bathurst should not be shying away from the fact it has three missing people.
Ms White said she knows there are people in Bathurst who have information which could help locate her brother's remains, and reminded everyone of the $750,000 reward in his case.
Kylie Spelde, Janine's younger sister, said since both banners were reveled, they have been receiving calls from people with potential leads in the matter.
"On behalf of my family I would like to thank the Bathurst community for allowing us to put the billboard up.
"It means a lot to us all. We are starting to get phone calls coming in. Please be assured that every message we receive is treated seriously," she said.
Mrs Spelde also appealed to the man who contacted the Western Advocate wanting to speak with her to please make contact on 0492861737.
"I am waiting for your call."
"I would also like to say that the billboard has brought the families of the missing together and made us stronger in our pursuit of the truth. We will never give up."
